Amsterdam (Reuters) - International Criminal Court issued arrest warrant on Monday, Sudan's President Omar Hassan al-Bashir for orchestrating genocide in the Darfur region, where as many as 300,000 people have died in 2003.
Genocide charge follows the ICC issued arrest warrant against Bashir in 2009 and war crimes against humanity. He rejected claims court.
"There are grounds to believe he is responsible for three counts of genocide against für, Masalit and Zaghawa ethnic groups, which include killing, genocide, genocide, causing serious bodily or mental harm and deliberately inflicting genocide each target group conditions of life calculated to bring about the physical group destruction, "ICC Appeals judges said in a statement.
Bashir says that charges by the ICC, the world's first permanent court for prosecuting war crimes, are part of a Western conspiracy. ICC warrant was issued against sitting head of state court;
Abdalmahmoud Abdalhaleem, Sudan's UN ambassador, called the new arrest warrant is "evil and desperate attempt to destabilize the country.
We condemn this move in the strongest terms and we are confident that the Sudanese people and the nations will provide all peaceloving death of this criminal institution», Abdalhaleem said in a statement, referring to the ICC.
Movements
Bashir remains high, because the ICC has no police force and depends on the national government and states, which signed up to the court to arrests.
He visited a number of countries is constrained by rules of court, because the order was given, but the accusations of genocide may further restrict his movements and assist other countries, given their weight.
Bashir left Monday to return to Khartoum from a unannounced visit to Eritrea based on the new arrest was issued, state TV reported in Sudan.
In Khartoum, the national senior Congress Party official Rabie Abdelati called the charge absurd.
This is not the charge against President. It is against the sovereignty and independence of our country, "he told Reuters-h.
We believe that such action is designed to serve the agenda of others. Sudan faces hostility from different countries.
ICC prosecutor Luis Moreno-Ocampo says the pro-government militias directed by Bashir took part in "ethnic cleansing" in Darfur after mostly non-Arab rebels in Darfur took up arms in 2003 accusing the government of neglecting the remote region.
Khartoum mobilized militias to quell the revolt, creating a humanitarian crisis, which United Nations estimates said 300,000 lives. Bashir puts the victims at 10,000.
When the ICC issued its first arrest warrant, Bashir is accused of seven counts of crimes against humanity and war crimes, including murder, extermination and torture, while waging a campaign of "rape, hunger and fear" against 2.5 million in refugee camps.
The court decided, however, that there were sufficient grounds for charges of genocide, after Moreno-Ocampo argue and win the re-opening in February by the appeals judges.
